Gavin needs to find a new case and solve it, otherwise he's fired. He finds RK900 and a human, both are red ice dealers. He decides to try and get 900, Nines in this case, to help him with a case since he'd likely know more by convicting Nines' "rivals"
This is set not long after the peaceful android revolution where they won. Some androids are still sold, but have more protection laws and regulations, especially when they deviate.
