Documentaries taken from tales of the past when tyranny and democracy collide, create fragments of work that would soon be extracted into a proper doctrine named Kozurva: an example of a thriving society.
The project is directed by a mononym figure called the "Monarch"; Kozurva later became a controversial social experiment that apparently includes government's interference upon its success.
As lethal diseases begin spreading across the world caused by the unknown nuclear malfunction from Europe, the Monarch claims that only the people of Kozurva (which were ironically "mutated") can stop the global epidemic. Thus birthing the Alcatraz Agreement on Endemic Execution 2019 (A2E2) signed by all existing and registered countries.
But with the Monarch's own genocide-like agenda on the line, and the alliance most likely formed by their own people, A2E2 might as well just be the deadliest weapon of them all.
