Izuku was bullied by Katsuki since Kindergarten and after a while he was used to this but when he entered ua Katsuki made far worse things than bullying him.

Mitsuki Bakugo has always been abusive toward her husband and son. So when UA got dorms, Katsuki was happy to get away from his mom (though he worried about his dad and called him a lot). Throughout middle school they started to feel things that indicated a lot more then friendship.
