WHAT is better for these kinds of experiments are quirkless children! As an official research facility their sole purpose was to find out about quirk development but what people didn't know was that they were trying to create people with multiple quirk. A lot of quirkless children went missing without a trace and no one ever found them. No child ever escaped the facility but one and that was Izuku Midoriya. It was like the words just gushed out to the point where Todoroki wasn't even listening, just sitting with his head resting on his fist.
