New Babylon. One of the main trade hubs for the planet Thomia and definitely not the cleanest city in the world. It was very corrupt in fact. Gangs ruled the landscape, and Jonah Hill was stuck there now. Years prior he had worked undercover and found himself dragged into his blood right. Now, now he's back and the gang he swore allegiance to are happy to reinduct him into being a slum rat. After reminding him that you don't snitch on people, of course. Painfully. 

Still. The Enforcers aren't going to let go of one of their agents so easily. Especially one as resourceful as Hill.
