Monarchies were built to hold the wizards and help them. Registered guild under the Sorcerer's Council are considered legal. They were ought to help the people in a specific town or city- even country. Without the hold of Sorcerer's Council, there were still wizards who possesses black magic and using it for illegal purposes.
