One can not solely obtain power by will, however, but rather in an unpredictable game of luck, which starts right from birth.
Some get it unknowingly, while others never do, no matter how much they try.
When an illegal experiment results in catastrophe, the whole world is at risk, and it's only chance of survival is an unstable teenage girl with a box of matches.
