A/N Ok so I love Cora's character in actual show as much as anyone. Personally I thought she was the best villain of the whole series. This is just a what if things happened differently story were Cora's life got better and she did marry Leopold when was pregnant with Zelena. 
So yes I don't think Cora was evil at that point. I think the turning point was when the king threatened her life. That was the straw that broke the camel's back after a life were everyone she knew treated her like shit. And of course meeting Rumpel didn't help.
