A year later after leaving the city. Kira Wayne and her followers return to Gotham. But is not all that are happy that she is back. And sooner or later a woman name Sofia Falcone is trying to take Kira's title as queen over Gotham.

It is hard for Kira to take back control over Gotham. 

But to her luck her boyfriend, Jerome Valeska escape from Arkham, and together they are trying to regain control over the city. 
Kira is following Jerome's plan, but what happens when the plan lead to a person from the past, a person that Kira had not seen since she was 10, a person she had promise never to mention.
