Being a archangel who watches over a half blooded demon was an unusual request. But it was done nonetheless, and the rule was to never intervene with this persons life, but of course the archangel doesn't listen to God and ends up breaking that rule. Now the halfblood and the archangel run from both God and his angel, and the demons that are angry to find out that the weak halfblood is the next ruler of Hell.
