Bakugo Katsuki and Midoriya Izuku were always together they were childhood friend. But when Bakugou got his quirk he become aggressive over Izuku, and thats when he starts to bully Izuku, because he wanted to become a hero even if he doesn't have a quirk. But everythink changed when Izuku meets All Might and Shigaraki.
