The rulers of the Rae are shown the same visions, visions which indicate that Kiera is the only one who can save them all. Although she resents their part in her father's banishment, she knows she has no real choice but to answer their summons and provide what aid she can. Her bigger problem is figuring out exactly what to do next, since neither her visions nor theirs were clear on that.
