Izuku has the power to become any creature in the fallout universe however he can not become humans unless they are mutated so like mutants but he doesn't have the story of who he becomes just the powers. there is also a second world he will learn about but that is a surprise for later as even he doesn't even know yet when it does come out I will update the tags. note I'm not sure all the ship tags will even be in the book just have them there so people are aware of my ships. The remaining 20% of the population remain quirk less and are shunned in this Hero vs Villain society. Izuku Midoriya, a 15-year-old boy was also quirkless and suffered the same fate as the others. His Idol recommended against becoming a hero and unknowingly put him to despair and he jumped. But this time he will not face this fate, he will survive and take down beings more powerful than himself as a human. But first, he needs help and what better help than...
