After the Winter Soldier's escape, Hydra had to go find new people to experiment on. And they did, 9 children. Nine kids, abducted at a young age, taken away from their families.
Hydra changed and erased their memories, injected them each with a different fluid. And made them the strongest and most obedient soldiers to do all their dirty deeds.
There's no escape. They'll be stuck here as Hydra experiments for the rest of their life. Never get to experience a normal childhood, a normal life. Or so most of them thought.
There's always a light at the end of the tunnel...right?
