Congressional staff Marc Kaplan has received an old signet ring in the mail just as Capitol Hill learns of the brutal murder of a beloved elder statesman. As he grieves, Marc begins to see shadows of Washington's past personalities and buildings bleeding into his every day life. To confound him more a peculiar young woman with an eerily similar ring seeks to help him find out the truth of who killed the congressman, and whether or not he will accept the 'gifts' of the Capitol Phoenix Society.
