Mutants had never been given a good representation. Society didn't accept the genetically different. 
Some wanted to fight their suppressors. Others wanted to show peace to society in the way they desired it. 

Most hadn't been given choices. The ones that did, didn't choose wisely. They chose out of impulse. They chose out of bitterness. 

Malieyah Maximoff had been among those given a choice. Follow the government, or rebel and lose her remaining freedoms. 
Her choice may be the fine line between staying with the Avengers, or leaving to find her own path.
