In another world the government has forced people to take drugs for years depriving them of the ability to want, building energy to take over the universe. Axels family has hidden from the government from day 1 trading and building a secret agency working to take down the government. Axel left as an emotional wreck after lots of his family dies including his best friend, learning to shut out his emotion becoming heartless. Jax an agent at his planet has suspicions about the other planet, he's sent to investigate learning his suspicions are true and he cannot leave. While Jax helps Axel take down the government, will Jax also get through the huge Axel built around his heart.
