In order to force citizens to remain peaceful after the riots about birth control, the massive country of Americo decided to allow scientists to stimulate the afterlife once they die. If a citizen was good and broke no laws, then the scientists would stimulate Heav, the equivalent to Heaven. If a citizen broke a few minor laws, they would go for Rebirth, where they are born with the same personality and mind, just different looks.
