Detective Felicity Ramos is on a murder case in Sedgwick County, Kansas. Ten cases involving people  being bound, tortured, and killed. With the serial killer still on the prowl, she races to find out who the killer is before he or she strikes again. Upon solving the case, ramos found a letter at the latest crime scene. Here's a snippet: 

Dear Detective Ramos,

Surprised I know who you are? Please don't be, you don't give yourself enough credit. But on to pressing matters, I want you to catch me. I'm sick and sometimes it's hard to control myself. You can probably call me psychotic with sexual perversions. So here's the game, you and only you can try to find me or there'll be a 9-1-1 call from me confessing another one of my many many murders.
