makoto naegi is a normal citizen in the town of wellington wells, he works in the redactor department at city hall. he loves his job, and loves being happy... that is, until one day, he sees a newspaper article with a picture of him and his older sister, komaru, back when they were kids, causing him to strat remembering the past and the "very bad thing" and considers forgetting it like normal. however, he decides to remember and that he needs to go find his sister. he decides to go off his joy and sees the world for what it really is, he is then discovered to have become a downer and is chased to the outskirts of town. now an outlaw, makoto must use his wits to escale the city and find his sister, (assuming she's still alive) and begins to remember his past, but can he handle the weight of his forgotten sins and still keep hope? after all, "happy is the country with no past, and hope is a dream with no memory"

sayaka maizono, a childhood friend of makoto, is a local chemist in the apple holme district, she is the main supplier of blackberry joy and a 'close friend' to general kamakura, a prominent figure in wellington wells and the head of the bobbies (police), she is also the only competitor to ryota's normal joy and his ex-business partner. her life seems to be normal but she has a secret, she has a baby. the only baby born after "the incident," little kelly maizono is the only reminder of the children sent away during the remnant's occupation of the town. as sayaka tries to balance being a mother and supply for the bobbies' joy, she begins to make plans to escape wellington wells so that her daughter can grow up safe and sound.
fuyuhiko, makoto's old neighbor, is an ex-soldier and downer of the garden district. he spends his time eating v-meat and keeping others from stealing his supplies, as well as talking to his deceased sister, peko pekoyama.

Hayley is living a boring life, taking in the fallout of her parents death. While staying with her aunt and uncle she gets caught in the crossfire of a White House scandal. Phoning in a night action call she meets Peter. Quickly, she learns that nothing in the political world is as it seems, there is a mole in the White House. With assassins on her trail and the odds against her, she and Peter must stop the country from going further into chaos.
