When you live in the sea your whole life you tend to get bored so Valiel starts human watching, as one does. On a good day he watches all kinds of people bustle about, playing on the beach, maybe picks up some vocabulary and on a bad one he hides in the kelp. During the starts of the cold season he spots one human in peticular - a boy. This human brings a piece of shaped wood into the water, swims it to where the waves comb through their locks and falls off. 
Through past observations Val knows that your supposed to stand and this boy just... can't. The brown haired boy will groan and hit the water but he always trys again - to fail again. Its comical to watch but one day that changes. The water shook uncertainly as a storm rode in - the human was not expecting it and hit his head on the wood. 
Next thing Valiel knew is he had the human boy in the sand safe from the waters reach - kind of like how those ladies would lay on the sand with a loved one. He later learns they are recreating a scene from a film called "The Mermaid" by someone named Gisney. 
Much to his horror the human remembers Val vividly, time to hide in the kelp and never come out!
