When a college student is murdered, there is only one obvious suspect. A young woman from the Territory, a northern province that holds the worst of the worst criminals. She knows who committed the murder, and it's not her. Everyone knows who committed the murder, but no one will come forward. There's a painful investigation that pushes everyone to the limit, especially because the murder hits close to home. The silence is awful, and the entire situation could have been easily avoided by taking a different course of action, but revenge sure is sweet.
With the underlying threat of outbreaks, the killer just might be able to keep from going to the Territory, but nothing can be certain.
