In a world where eighty percent of the population are endowed with some sort of uncanny ability, and war between the just and the wicked rages across the planet, the scientific realm has taken great strides in solving the mysteries of their new environment. Fourteen year old student Hiroto 'Hiro' Raizen is a part of the remaining twenty percent of society, those whose bodies have remained stagnant in evolution - known by everyone else as the Quirkless.
With dreams to become a paragon of justice crushed and buried deep within him, Hiro follows eagerly in the footsteps of one of his greatest role models - scientist and millionare Hisato Takahashi, and attends the unveiling of what was sure to be the man's greatest invention to date.
