With only 2 billion people left in the world the meteor releases a radioactive emotion that kills people as they breath. To raise human populations the government passes a law that once a child can produce children they must be paired married and produce children. Cleo is one of the few survivors and is incurious with this law. Why can't she just marry someone she loves?
