Scarlet has been looked after by Bruce Wayne for many years living the normal rich girl life. Unlike the others, Scarlet doesn't know about the bat cave, Bruce being Batman or her brothers being - at one point - Robin. It's all a secret to her. 
However, When Jokers plan to attack Gotham (again lol) Scarlet might become on his list.
