They plan on stopping this kind of transactions but it's already too late. People falling in love and mating with their hybrids causing it's population to increase. The scientist's payed their crime in jail and got their head slashed off their own body. Government approve that people can take care of hybrids but can be sentenced to being put in jail for a life time if known of abusing them. Everything sounds peaceful now aren't it?
