This is my newer, better account, with book 2~
all you really need to know: 1st, 2nd, 3rd gen Avatar characters are about the same age. They all had poor living conditions until they found the old mansion and moved in with one another, but they couldn't afford to buy the place. Some had jobs and were trying to rightfully buy it, but were caught and arrested.
