It has been thousands of years since the defeat of alduin. The khajiit took over and exterminated all non beast races as pay back for the oppression they and other beast races had faced by man and mer. The remaining races merged into one over the years, but the ruling class remained pure. Not only that, but they grew decadent and uncaring.
