Steve left the city and his whole life after he protected Bucky from Iron Man. He didn't wanted to tell Tony the truth when he found out cause he didn't wanted to hurt him but in that way he actually hurt him more.
It's been eight months and when Steve finds out what's going on at Avengers Tower, he decides to come back. He wants to help and rebuild every relationship he had with everyone, especially with Tony.
