The three queens rule all every bit of land even the newest islands. They run by overbearing control and manipulation. Every 20 years they each queen chose's a newborn child to be their apprentice. They grow up in a perfect world not knowing the harsh world past them. They see the queens as their saviors. Then the queens send them outside the walls to a school to evaluate each 15 year old to see whether they're worthy to be a full citizen. If not they get shipped to a unknown land known as "The High and the Below". What will happen?
