A seemingly faultless cybernetic society has interwreathed with the much anticipated ability for Man to extricate the parapsychological phenomena of mind over matter. But due to this futuristic breakthrough, the essence of war and chaos became the inevitable. Man eventually found itself at the birth of a cosmocratic government in which a single system dictates and progressively enforces law and order through complete autocracy. This system is known as the Rosaé Réseau.

Believing in the system's duty to exercise complete authority upon Man in order to alleviate any possible outcomes of chaos and destruction, Inspector Major Al-Mukhtar Kazimiro enlisted in the CIB to insure both the deliverance of protection for the imperial citizens and to uphold the system's constitution of eliminating demons of crime and chaos from Mankind. But when the true face of the system is revealed, it becomes rather unclear to him whether to ultimately fight against the world, or to defend and enforce Rosaé's constitution.
