Simulation used to be a government funded virtual reality system, the virtual reality pods(VRP) were made to strengthen weak power users and make the strong even stronger. This was 'achieved' by putting one through their worst fear, however this did not work most kids coming out with PTSD or hightened Anxiety, the government stopped the funding, but the simulation continued...
