The last world war left the few people alive scrambling for structure. In order to not repeat the mistakes of the past, they create the one percent rule. Every year the worst one percent of the population would be "called."

Hundreds of years later, the line of worst has become blurred, at best. Lolita and Mac are faced with the brutal truth of this, leaving them to fight against their society.
