After the Second Wizarding War it was realized that a select group of muggles had actually "stolen" magic from witches and wizards. A few muggle-born truly were magical and a simple test was created to prove that. However it became rarer and rarer for muggle-borns to be accepted to Hogwarts, until it was practically unheard of. What happens when two muggle-borns are accepted into Hogwarts, the same year as Lily Potter.
