Years have past since the rebellion and president Noir now rules Panem.
She has decided that she needs to take leadership of her country therefore re-introducing the Hunger games.
"So it was decreed that each year, the various districts of Panem would offer up in tribute, one courageous young man and woman to fight to the death in a pageant of honor, courage and sacrifice."

The 100th Annual Hunger Games
What would happen if Katniss hadn't won the games? Well the rebellion never happened and the games continued on. This year, it's time for the 4th quarter quell and the capitol has a big surprise for the districts. There will be three games. The first game will consists of district 1-6. 3 males and 3 females will be reaped from each district to participate. 12 of the 36 will move in to a final game. Then the second game will consist of district 7-12. 3 males and 3 females will also be reaped. Again 12 of the 36 will move on to a final game. The final game will consist of the tributes that survived the first and second games. From there the tributes will battle until a lone victor remains. May the odds be ever in your favour...Lengkap
