Years have past since the rebellion and president Noir now rules Panem.
She has decided that she needs to take leadership of her country therefore re-introducing the Hunger games.

"So it was decreed that each year, the various districts of Panem would offer up in tribute, one courageous young man and woman to fight to the death in a pageant of honor, courage and sacrifice."

When an Uprising took down all of the districts in Panem besides one, District 13, which was obliterated, The Hunger Games started. Every year one boy and one girl get chosen to go to the Capitol, get pampered, get trained, and then get shoved out into an arena to fight to the death. When Clove Summers is reaped, she can only hope that someone will volunteer for her so she can stay in the comfort of home with the boy she loves, Cato. When no one volunteers, Clove realizes that she will be up against 23 other kids, killing them. And one of those people happen to be Cato. Will their love survive the games or will it tear them apart?
