Years have past since the rebellion and president Noir now rules Panem.
She has decided that she needs to take leadership of her country therefore re-introducing the Hunger games.

"So it was decreed that each year, the various districts of Panem would offer up in tribute, one courageous young man and woman to fight to the death in a pageant of honor, courage and sacrifice."

Like all children in his world, 14-year-old Finnick Odair had the chance of being chosen for the Hunger Games. Many stood there and thought, "He's just a pretty face. How could he possibly bring home the victor's crown?" However, some people are far more than a pretty face. This year is the second Quarter Quell, the fiftieth Hunger Games.
