Arceus was bored and commanded the legendaries to take care of chosen children. Arceus placed images of what these trainers looked like and sent them off. When the children became Pokemon trainers, the legendaries  went to look and care for them.

He finds that the team of veterans and youngsters alike is not open to his immediate leadership, and the role is much harder than he ever could have anticipated.
