The Bill of Life was a set of constitutional amendments passed, signed and agreed upon as a peace treaty between the Pro-life and the Pro-choice parties to end the Second Civil War, also known as the Heartland War. The Bill of Life includes the Unwind Accord and the Storking Initiative.

Unwind: To take apart a minor's body without them actually passing, unwinding is completely painless. The purpose? To terminate an adolescents body, to give to those in need. A unwinded child's eyes can be given to another person who may be blind.

Children between 13 and 18 years of age can be unwinded for multiple reasons, to get rid of children who won't behave, used as a last resort. For state homes/orphanages to cut down on expenses. Or for religious reasons. Tithes, in the unwinding universe, are children given to be unwound as a contribution to a religious organization. Traditionally meaning a one-tenth part of their blessings to be considered a donation, for unwinding, religious families give one or more of their ten or more children to be unwound as a tithe on their 13th birthday or later.
