In the year of 1973, a young investigator, Hinashi Hozuki discovers the reality of organized crime syndicates and refugees migrating to the quiet city of Katsuchi to set up drug trades. The sudden migrations and markets are due to the civil wars happening in other regions and scattering refugees escaping their broken homes, needing money for power.
