In the year of 1973, a young investigator, Hinashi Hozuki discovers the reality of organized crime syndicates and refugees migrating to the quiet city of Katsuchi to set up drug trades. The sudden migrations and markets are due to the civil wars happening in other regions and scattering refugees escaping their broken homes, needing money for power. After seeing the dead body of his former co-worker, Hinashi vows to find the killer, his motive and to find the source of what is causing organized crime syndicates to enter  Katsuchi illegally.

However, Hinashi was involved in an accident and is faced with a mental condition involving memory loss. The more he dwells into crime cases, the more he loses memory of what happened.
