The girl in this story is You. You moved to Japan to study there and become an FBI - agent, but that was not the real reason for your move. Actually, you wanted to be as near as possible to Kira to investigate it in private. One day you meet a weird guy who calls himself Hideki Ryuga and know that something inside you held you from ignoring him and leaving instead. That's how both of you started to talk.
You planned to contact L somehow as soon as you found out how Kira kills his victims but was it too late? Did Kira kill L before you could contact him?
