Her fox ears were down so they just think its her hair, she's also bare footed and she's just wearing a tank top and shorts, when they speak to her in English, her English terribly sucks (Seriously, even for me whenever I speak) 

The Hokage still suspects her, but he couldn't let the little girl uneducated and left in the wild forest full of rogues or whatevs, so when the little girl went missions, they know some information about her.

Every night after a long day of trying to find supplies to life out in the forest or small villages were she would steal things she would come home to a raggedy old tend and try to take care of her dying mother. After years and years of this live style she has grown numb to emotional and mental pain and has a high tolerance for physical pain. But soon her efforts of keeping her mother alive fails. As her mother was on her last dying breathe she simply handed her an old notebook she had have for years. It was her dairy and it held all the information about her father and about her. But her mother put a jutsu on the book were s he was only able to turn to the next page once she completes the task her mother gave to her. First Task: Go to her birth place. The Hidden Leaf Village.
