After the war many 8th year didn't want to go back to hogwarts or use magic anymore. So what does McGonagall decide to do with the remainder? Put them together in muggle apartments and let them see how muggles live, of course!
When Harry Potter and Draco Malfoy get put together, they are rightfully upset, but with this set up determining their final grade, they will have to rely on eachother greatly.
