These characters belong to Japhers, an artist with amazing talent and outrageously beautiful designs. This story is about his OCs, Dandelion and Marcus. The title is a reference to an obscure tag used on one of the few posts scattered around on his Tumblr. The cover photo is the first image I'd seen of them and was created by Japhers.
