L'Ispettore Roberto Ferrari, viene finalmente trasferito da Torino a Trapani, la città dov'è nato, ma non cresciuto.
Quando aveva soli sei anni dovette spostarsi insieme alla sua famiglia al Nord per poter crescere lontano dalla mafia.
Il suo obiettivo primario in Sicilia sarà quello di catturare il super latitante trapanese Ernesto Rizzo Catania, che si nasconde chissà dove e che viene chiamato "fantasma" dai Trapanesi. 
La sua sarà una ricerca ossessiva che troverà sul suo cammino ostacoli oscuri e nascosti.
Il boss vive da rifugiato, con pochissimi rapporti personali, senza contatti con la figlia. Potrebbe fuggire, magari all'estero, fare la bella vita in un paese esotico, ma rimane a Trapani,  perché comandare è meglio di fottere.
