The Goddess Luna created wolf like creatures, stronger, smarter and larger than what humans know as wolves. The wolves were slowly dying off, not being able to find . suitable partners to have children with. Seeing her beloved creation dying off, she decides to interfere and gives them the ability to shift into human forms, allowing them to mingle with humans and save the species, their children become what we know as werewolves.

Years later, she realizes that the numbers are growing too fast and are the wolves are mating with every and any human they can, and due to the high risk of pregnancy, more and more wolves are being born every year. She then gives wolves the gifts of mates, allowing them to have a lifelong partner but stopping (or at least reducing) the amount of wolves being born in order to keep them safe from the unknowing humans who would kill off her children.

Even then, after thousands of years, the numbers have grown and a few rogue packs make a decision to let the world know about their existence, and now the world is paying for it.
