In a world where there are pairs of people, polar opposites, the average person represents extremely common elements. Having control over certain things can be powerful. Some people have control over ideas, with their partners being in control of captivity. There are only about fifty pairs with control over concepts, all extremely high up. But when the world gets a message that there will be two children, born into this world, with control over life and death, the people are ready to snap, tired of the oppressive government. Nobody knows who controls what, but they know one thing.
