The Little Navy Blue tells a story of a young boy, who loves the sea and has a desire for adventure. The boy who is from a poor family, runs off to work at a fishing boat when he is only 15 years old, pursuing his dream of traveling the sea. The story takes place in around 1820.

Ranboo is a nineteen year old merman. There's not much to his life, other than the fact that he's a merman. Ranboo's father is the king/god of the ocean. Now, that's pretty cool, right? Wrong! His father doesn't let him do anything. He has to stay at the castle all day and night doing jack shit. One day, when Ranboo sneaks out to go to the peer, he spots a boy, maybe just a year or two younger than him, in an unsafe ordeal. Ranboo's quick thinking saves the boy, and then Ranboo's life starts to change.
