After (Y/N) Collins got shocked by a big lightning bolt one day he gained mysterious electrical powers. A few years later he is now known as Shockwave a hero who can control electricity. (Y/N) ran into supergirl in one of his battles and she showed him to the DEO where he would be watched over by them. After awhile on one of his missions with supergirl a guy in a rather dashing trench coat flashed him with a device and tied him up with a bunch of hooligans.
