Who decides who lives and who dies?

Max's little sister is murdered. He gets a threatening call from a strange man. He has to stay with a asshole detective named Alex. What will happen 😪

Dead. My little sister is dead. Laying on the ground in a puddle of her own blood. What did my sister do to deserve death. She wouldn't even kill a fly that would most likely die in a week, so why? Who would kill a girl who's done nothing wrong. She was so young. The crowd that has gathered is pushed back by meter maids while someone calls 911. There is so much noise and screaming I can't comprehend my own thoughts. Next thing I know I'm being shaken by an unfamiliar figure.

Who killed his sister? Who is this person shaking him?
