Of course, those "villains" were just normal criminals that the cops seemed to handle on their own except the few times Jackie had to interrupt and help. Jackie kept his identity private from everyone, even going as far as to be completely anonymous when helping the police. Hiding away from the bad guy and cops, helping from a distance.
