Families all around Panem crowd around the T.V. for the mandatory viewing of the Quarter Quell announcement. President Thalissa Snow approaches the Podium. "Hello Panem. Welcome to the reading of the 125th hunger games, 5th quarter quell announcement." A beaming little girl with blond pigtails hands her an envelope. "To remind the districts that they knew that the rebellion might split families apart but they still chose to rebel, two siblings of any gender will be reaped. Then, they both have to agree on one person to join them in the games. There will be no volunteering. Also this year there can be two victors but only if they are from the same district. At the end of the reapings we shall have our 36 tributes! Happy hunger games and may the odds be ever in your favor..."

What would happen if Katniss hadn't won the games? Well the rebellion never happened and the games continued on. This year, it's time for the 4th quarter quell and the capitol has a big surprise for the districts. There will be three games. The first game will consists of district 1-6. 3 males and 3 females will be reaped from each district to participate. 12 of the 36 will move in to a final game. Then the second game will consist of district 7-12. 3 males and 3 females will also be reaped. Again 12 of the 36 will move on to a final game. On the one hundredth anniversary, as a reminder to the rebels that the Dark Days only served to tear their families apart, each district will be required to send two sets of siblings. The new government that came with the rebellion Katniss started has been overthrown. President Snow's granddaughter is ruling Panem now, and she has proven to be more ruthless than he ever was. Katniss and Peeta were publicly executed after the Capitol took over again, and District 13 was completely obliterated. Since then, the Hunger Games have been harsher than ever.
